Affordable Housing Scheme & Policy Draft Unveiled
At its meeting of 22 April 2025, Council resolved to publicly exhibit a draft Affordable Housing Contributions Scheme for the Bella Vista and Kellyville Transit Oriented Development Precincts (draft Scheme) and a supplementary draft Affordable Housing Contributions Distribution Policy (draft Policy).
The preparation of the draft Scheme and draft Policy follows amendments to The Hills Local Environmental Plan 2019 in November 2024 as part of the State Government’s Transit Oriented Development Program rezoning for Bella Vista and Kellyville, which requires affordable housing contributions for residential development in certain locations within these Precincts. Given the foregoing, this exhibition relates to a proposed administration and implementation framework for affordable housing contributions received and is not about the merits or otherwise of affordable housing contributions.
The draft Scheme seeks to establish an appropriate governance and management framework for affordable housing contributions (dwellings and monetary) that Council will receive as part of residential development in the Precincts. The draft Policy supplements the draft Scheme and proposes a framework for the selection, appointment and distribution of contributions received to a nominated Community Housing Provider, for the delivery and management of affordable housing in The Hills Shire.
The draft Scheme and Policy seek to ensure a transparent and accountable process for Council to satisfy its responsibilities in a manner which leads to efficient and effective delivery of affordable housing. Feedback received as part of the public exhibition process will assist further Council consideration of the proposed framework, the appropriate ownership and management model and/or any refinements to the draft Scheme and Policy.
