Council Briefs: April 24 Meeting Outcomes
Clarence Valley Council held its monthly Ordinary Council Meeting on Thursday 24 April 2025 at the Grafton Council Chambers in a meeting which lasted two hours and 51 minutes.
Integrated Planning and Reporting Framework
The Operational Plan sets out the projects and initiatives that Council will undertake in the next financial year to achieve the strategies in the Delivery Program 2026/2029 and community objectives in The Clarence 2036 – Community Strategic Plan.

Each of these documents are created under the NSW Office of Local Government’s Integrated Planning and Reporting Framework (IP&R), which guides the way local government plans, documents and reports its future strategies.

2025 Cultural and Sports Trust Fund
2025 has been the year of Cultural representation after Council received another application for support through the Cultural and Sports Trust Fund, making it the fifth application this year.
Madeleine Schroder received $550 to assist with costs after being selected to compete at the Highland Dancing World Championships held in Dunoon, Scotland between 28-30 August 2025.
The Clarence Valley Cultural and Sports Trust Fund provides financial support, in any calendar year, to a maximum of $300 for individuals to attend one event at a national level, and $550 per individual for one event at an international level.

Advisory Committees formed
Following the adoption of four advisory committees at the February Ordinary Council Meeting, Council called for nominees as community representatives on Council’s advisory committees.
Council endorsed these representatives to the following advisory committee:
Any additional nominations received will be presented to Council for endorsement at a future meeting.
Council supports local community events
Council unanimously supported the officer recommendation to allocate funds for the supply and installation of portable toilet and shower amenities at the Maclean Showground for three major community events each year.
The Maclean Show, Lawrence Rodeo and the Highland Gathering bring approximately 8,000 spectators to Maclean each year.
The portable facilities are short-term measures to address the reduced service level caused by the removal of toilets and shower amenities during the redevelopment of the Clydesdale building.
Clarence Valley Local Infrastructure Contributions Plan 2025
The Clarence Valley Local Infrastructure Contributions Plan 2025 will be placed on exhibition for a minimum of 28 days after councillors unanimously supported the item at Thursday’s April Ordinary Council Meeting.
The draft Contributions Plan is proposed to update and replace Council’s 17 existing local infrastructure contributions plans with a single new plan that is easy to use, current, best-practice and provides a balanced approach to infrastructure contributions.
