Reform Boosts Outcomes for Kids in Out-of-Home Care
The Cook Government has completed one of the most significant transformations of Western Australia's child protection system, successfully delivering the Out of Home Care reform which has strengthened support for children in care and their families across the State.
Through strong partnerships with the sector and major investment from the State Government, the reform has brought greater stability for children entering care with an emphasis on keeping siblings together, improved opportunities for early reunification and ensuring young people leave care well prepared. The reform has also established a service system that is Aboriginal-led, flexible and needs-driven in line with State and national priorities.
The establishment of a single referral pathway for children in care, and increases in the number of temporary care homes and group foster care homes have been key outcomes of the reform since its inception in October 2023.
Sector capacity has also been significantly expanded with 16 service providers currently delivering Out of Home Care services, including five Aboriginal Community Controlled Organisation (ACCOs), compared to just one prior to the reform.
More than 97 per cent of children in the original scope of the reform have transitioned into the new model, supported by a stronger, culturally safe system that will enable them to remain closer to their community and on Country.
To guide the monitoring and continuous improvement of the Out of Home Care system following the reform, an Out of Home Care Outcomes Framework has been developed in collaboration with sector stakeholders.
The framework sets 18 measurable outcomes across four domains and will ensure the child protection system remains accountable, trauma-informed and culturally responsive.
