Appointment to the Office of Parliamentary Counsel Second Parliamentary Counsel
I am pleased to announce the appointment of Ms Rebecca Considine as Second Parliamentary Counsel (SPC) at the Office of Parliamentary Counsel (OPC) for a period of seven years.
Ms Considine’s appointment will commence on 11 December 2023. She will fill the vacancy created by the retirement of Mr Keith Byles PSM in March 2023.
Ms Considine has worked at the OPC since 2001. Prior to commencing as Acting Second Parliamentary Counsel she held the position of First Assistant Parliamentary Counsel.
I congratulate Ms Considine on her appointment and thank her for acting in the role while the merit selection process was undertaken. I also take this opportunity to thank Mr Byles for his service to the OPC.

Biography
Ms Considine holds a Master of Laws (Distinction), Bachelor of Laws (First Class Honours) and a Bachelor of Arts (Honours). Ms Considine was admitted to practice in the Supreme Court of Victoria in 1997. Ms Considine has been drafting legislation for the Commonwealth since 2001, including 15 years as a senior drafter. She joined the OPC in 2001 and has held the positions of Assistant Parliamentary Counsel Grade 1 (2001 2), Grade 2 (2002-3) and Grade 3 (2003-6); Senior Assistant Parliamentary Counsel (2006-8 and 2010-17); and First Assistant Parliamentary Counsel (2017-2023).
